Heilongjiang University (HLJU) was co-established by the Chinese Ministry of Education and Heilongjiang Provincial Government as a high-level modern comprehensive university with distinctive features.
Specialised in higher education for partnership with Russia, HLJU plays a leading role in the national strategic development in the global context, promoting the collaborative relationship between China and Russia by strengthening the academic disciplines in Russian language, contributing to the development of bilateral relations through talent development, research, external exchanges and cooperation and local services.
Growing as a leading university in Harbin, XLJU will continue its efforts for the local and national economic and social development with full commitment to providing high-level talents, intellectual support, scientific and technological services and cultural communication.
International Development of HLJU
HLJU is committed to international development featuring higher education for partnership with Russia.
Built on it’s comprehensive platform for the promotion of Chinese language, HLJU has established concrete collaborative relationships with more than 70 universities in 23 countries.
So far, it has provided quality education for over 24,000 international students, while sending over 4,000 joint-degree students for studying overseas in countries such as the US, Russia, France, the UK, Spain, Japan, South Korea, Malaysia and Egypt.
Currently, HLJU is home to nearly 300 international students from all over the world.
A number of joint institutes have been established for teaching and research through HLJU’s partnerships with Shanghai Cooperation Organisation, Novosibirsk State University, Lomonosov Moscow State University, St Petersburg State University, Far Eastern Federal University, etc.

Academic Strength
The degree programmes offered by HLJU cover 11 academic disciplines, including philosophy, economics, law, education, literature, history, science, technology, agriculture, management and arts.
HLJU is highly recognised for its continuous efforts in enhancing overall quality and strength, core competitiveness and social reputation. According to data released by ESI, 3 disciplines (Chemistry, Material Science and Engineering) of HLJU have entered the top 1% of the world’s academic institutions. In the national academic assessment, Foreign Languages and Literature at HLJU was rated as A.
As one of the fast growing universities in China, in 2018, HLJU was recognised as category A as a university to be developed into a “Double First-class” within Heilongjiang Province.
