2023年8月28日,由留学中国预科教育联盟和“一带一路”人才培养校企联盟共同倡议举办的“全球青年创未来、数字品牌无国界:政产学联合培养新型国际化人才”国际论坛在2023中国-东盟教育交流周开幕期隆重举行。
On August 28, 2023, the International Forum on “Creative Future Youth, Borderless Digital Brands – Development of New Global Talents through Government-Industry-University Collaboration” was grandly held during the opening period of the 2023 China-ASEAN Education Cooperation Week. This forum was jointly initiated by China Campus Network (CCN) and the “Belt and Road” Talent Training University-Enterprise Alliance.
8月28日上午“全球青年创未来、数字品牌无国界:政产学联合培养新型国际化人才”国际论坛在2023交流周主会场中国-东盟教育交流周永久会址黄果树厅隆重举行。作为中国-东盟教育交流周的品牌项目之一,本次论坛围绕“全球青年创未来、数字品牌无国界:政产学联合培养新型国际化人才”这一主题,来自中外高校、中国(杭州)跨境电子商务综合试验区、中国品牌出海行业协会、外国行业协会代表等100余人齐聚一堂,共同探讨创新人才培养模式、打造“政产学联合培养新型国际化人才”优质项目、服务国家贸易强国战略的意义与方略,共同见证数字经济人才、陶瓷行业人才、中国品牌出海人才培养合作项目的签约。
On the morning of August 28th, the International Forum on “Creative Future Youth, Borderless Digital Brands – Development of New Global Talents through Government-Industry-University Collaboration” was held in a grand manner at the permanent venue for China-ASEAN Education Cooperation Week, Huangguoshu Hall. As one of the flagship projects of the China-ASEAN Education Cooperation Week, this forum focused on the theme of “reative Future Youth, Borderless Digital Brands: Development of New Global Talents through Government-Industry-University Collaboration.” Over 100 participants from domestic and international universities, China (Hangzhou) Cross-Border E-commerce Comprehensive Pilot Zone, China Brand Export Industry Association, foreign industry associations, and other representatives gathered to collectively explore innovative talent development models. The significance and strategies of building high-quality projects for “Development of New Global Talents through Government-Industry-University Collaboration,” and to witness the signing of cooperation agreements for talent development in the areas of digital economy, ceramics industry, and Chinese brands going global.

The forum was hosted by Ms. Yang Jingsi, Deputy Secretary-General of China Campus Network (CCN) and the “Belt and Road” Talent Training University-Enterprise Alliance. Mr. Liu Baoli, Secretary-General of China-ASEAN Education Cooperation Week Organizing Committee and Chairman of “Belt and Road” Talent Training University-Enterprise Alliance, attended the event and delivered a speech. Also present were Mr. Chen Jian, Director of the Cross-Border E-commerce Pilot Office of Hangzhou Municipal Bureau of Commerce, Mr. Xie Heming, Vice Chairman of Hangzhou Enterprise Brand Development Promotion Association (Cross-Border 100 People Association), Mr. Andy Nguyen, Co-founder of MTC Global, Mr. Lü Pinchang, Vice President (in charge of administrative affairs) of Jingdezhen Ceramic University, Mr. Dong Hao, Dean of the International Education College of Xi’an Shiyou University, Professor Olga Gumilevskaya, Vice-Dean of the Russian Presidential Academy of National Economy and Public Administration, Ms. Vu Nhu Quynh, Representative of the Handicraft and Craft Village Association in Hanoi, Vietnam, Mr. Yu Shucheng, President of the China Campus Network, and Mr. Zhou Yong, Executive Secretary-General of the “Belt and Road” Talent Training University-Enterprise Alliance, among more than ten leaders and guests from government, industry, and academia, who attended the forum, delivered keynote speeches, and participated in signing ceremonies.
论坛上,来自多国的政、产、学界领导、专家学者、企业家们围绕“政产学联合 国际化人才培养的实践与成就”、“外贸新形势与人才新需求”、“国际化人才助力中国品牌出海”、“全球数字人才培养与中国数字经济模式输出”、“校企合作创新 陶瓷行业人才定制”、“中俄携手 共育数字经济时代商业人才”等方面就如何实现政产学联合培养新型国际化人才这一论坛主题共商共议,献言建策。
During the forum, leaders, experts, scholars, and entrepreneurs from various countries in government, industry, and academia came together to discuss and provide insights on the forum’s main theme: “Government-Industry-University Partnership: Practice & Achievements in International Talent Development”. They also delved into topics such as “New Trends of Foreign Trade and New Demand for Talents,” “International Talent Contributing to the Creation & Success of Borderless Brands,” “Global Digital Talent Development & the Development Model of Digital Economy in China,” “Innovation in University- Enterprise Cooperation: Talent Development in the Ceramics Industry,” and “Sino-Russian Partenership for the Development of Business Talents for the Era of Digital Economy.” These discussions aimed to explore how to effectively achieve collaborative training of new international talents by government, industry, and academia, and to offer suggestions and recommendations in these areas.
杭州市商务局跨境电商综试处陈健处长分享了杭州在跨境电商人才建设方面的创新模式。他指出:当前全球贸易动荡不安,跨境电商成为我国外贸新业态的引领者。杭州作为中国数字经济发展的先行城市、跨境电商全国第一城和全国首个跨境电商综试区,自2015年成立以来,通过持续创新和探索,构建了一套成功的“杭州模式”:1.通过加强高校跨境电商专业人才培养,筑牢人才“蓄水池”;2.通过推进跨境电商人才社会化培养,激活发展“新引擎”;3通过举办各类跨境电商赛事,下好人才集聚“先手棋”;4.通过出台跨境电商人才相关政策,为人才培养提供了政策支持。他邀请与会的政、产、学界的嘉宾参加于2023年11月23日-27日在杭州举行的第二届全球数字贸易博览会。
Chen Jian, Director of the Cross-Border E-commerce Pilot Office at the Hangzhou Municipal Bureau of Commerce, shared an innovative model for talent development in cross-border e-commerce in Hangzhou. He pointed out that in the current turbulent global trade environment, cross-border e-commerce has become a leading force in China’s new foreign trade landscape. Hangzhou, as a pioneering city in China’s digital economy development, the top city for cross-border e-commerce in China, and the first national comprehensive pilot zone for cross-border e-commerce, has established a successful “Hangzhou Model” through continuous innovation and exploration since its establishment in 2015. This model includes the following components:
- Strengthening the cultivation of cross-border e-commerce talent in universities to establish a solid talent “reservoir.”
- Promoting the socialization of cross-border e-commerce talent development to activate a “new engine” for growth.
- Hosting various cross-border e-commerce competitions to attract and nurture talent as a strategic move.
- Implementing policies related to cross-border e-commerce talent to provide policy support for talent development.
He also extended an invitation to the distinguished guests from government, industry, and academia to participate in the Second Global Digital Trade Expo, scheduled to be held in Hangzhou from November 23rd to 27th, 2023.
景德镇陶瓷大学吕品昌副校长(主持行政工作)在论坛上介绍与分享了学校在陶瓷产业国际化人才培育,特别是与世界陶瓷行业的创新合作方面的探索与成就。他指出:景德镇陶瓷大学是中国唯一一所以陶瓷命名的多科性大学,是教育部深化创新创业教育改革示范高校、全国创新创业典型经验高校和首批转型发展试点院校,被誉为“陶瓷黄埔”。学校坚持传承和弘扬中华陶瓷文化,致力于培养陶瓷产业所需的创新人才;以“陶瓷工程与设计艺术”为特色,形成了多学科协调发展的陶瓷专业教育体系,为陶瓷产业培养了众多优秀人才。同时,学校在国际陶瓷教育领域发挥重要作用,一方面与多个国家和地区的高校及陶艺家协会建立友好合作关系,将中华陶瓷文化传播到世界各地;另一方面通过举办高水平的陶瓷艺术作品展,吸引了来自世界各地的留学生。随着“一带一路”倡议的深入推进,对陶瓷领域的国际化创新人才需求不断增长。为此,学校与留学中国预科教育联盟合作,借助校企合作平台,与沿线国家陶瓷行业协会开展“订单式”人才培养合作项目,吸引更多来自“一带一路”沿线国家的优秀生源,通过校企合作培养更多高质量的陶瓷精英,为推动陶瓷行业的创新发展贡献力量。
Lü Pinchang, Vice President (in charge of administrative affairs) of Jingdezhen Ceramic University, introduced and shared the university’s exploration and achievements in cultivating international talents in the ceramic industry, especially in the realm of innovative cooperation with the global ceramic industry during the forum. He highlighted that Jingdezhen Ceramic University is the only multidisciplinary university in China with “ceramic” in its name. It is recognized as a demonstration university by the Ministry of Education for deepening innovation and entrepreneurship education reform, a national exemplary institution for innovation and entrepreneurship, and one of the first pilot institutions for transformation and development. It is often referred to as the “Cradle of Chinese Ceramics.”
The university is committed to sticking to legacy and promoting Chinese ceramic culture while nurturing innovative talents needed in the ceramic industry. With its distinctive focus on “Ceramic Engineering and Design Art,” the university has developed a multidisciplinary and coordinated ceramic education system, producing numerous outstanding talents for the ceramic industry. Simultaneously, the university plays a significant role in international ceramic education. On one hand, it establishes friendly cooperative relationships with universities and pottery associations in various countries and regions, spreading Chinese ceramic culture worldwide. On the other hand, by hosting high-level ceramic art exhibitions, it attracts international students from around the world.
As the “Belt and Road” initiative progresses, the demand for international innovative talents in the ceramic field continues to grow. To meet this demand, the university collaborates with China Campus Network (CCN). Leveraging the university-enterprise cooperation platform, the university conducts “customized” talent development cooperation projects with ceramic industry associations from countries along the Belt and Road, attracting excellent students from these countries. Through this collaboration, more high-quality ceramic experts are cultivated, contributing to the innovative development of the ceramic industry.
西安石油大学国际教育学院(丝路能源学院)院长董皓与论坛嘉宾分享了西安石油大学在校企合作订单式人才培养方面的探索与经验。她指出:西安石油大学,作为西北地区唯一以石油石化为特色的高校,一方面建立全方位国际合作网络,构建国际化合作平台,加强与“一带一路”国家高校合作;另一方面高度重视校企合作,与行业保持紧密联系,探索校企合作订单式人才培养的模式,并积极服务“一带一路”和国家能源安全战略,与中亚政府部门及知名公司开展了油气人才培养的各项合作,架设民心相通桥梁,在政产学联合培养国际化人才方面积累了丰富的实践经验,成果喜人。她表示:学校将紧密结合数字时代需求,进一步加强校企合作,培养更多创新、应用、复合型人才。
Dong Hao, Dean of the International Education College (Silk Road Energy College) at Xi’an Shiyou University, shared the university’s exploration and experiences in collaborative talent development through university-enterprise cooperation during the forum. She emphasized that Xi’an Shiyou University, as the only university in the Northwestern region of China with a focus on petroleum and petrochemicals has established a comprehensive international cooperation network and built international cooperation platforms. They have strengthened collaboration with universities in countries along the “Belt and Road” initiative.
Furthermore, the university places great importance on university-enterprise cooperation, maintaining close ties with industry partners. They have explored the model of collaborative talent development through university-enterprise cooperation and actively contributed to the “Belt and Road” initiative and the national energy security strategy. The university has collaborated with government departments and renowned companies in Central Asia to develop oil and gas talent. This has helped bridge cultural gaps and accumulated rich practical experience in collaborative training of international talents by government, industry, and academia, yielding favorable results.
Dong Hao expressed that the university will closely align with the demands of the digital era and further strengthen university-enterprise cooperation to nurture more innovative, applied, and versatile talents.
杭州企业品牌发展促进会(跨境百人会)是由海康威视、大华股份、巨星科技等一批优秀的跨境电商企业、外贸企业、制造企业等发起成立,以“创全球品牌”为己任,致力于推进杭州企业出海品牌建设和提升。副会长谢何铭先生在论坛上分享了百人会在“外贸新形势与人才新需求”方面的分析和洞察。他指出,根据《‘十四五’电子商务发展规划》,2025年我国电商从业人数将达7000万,跨境电子商务交易额将增至2.5万亿元,预计未来五年我国电商人才缺口将达985万人。他强调:跨境电商面临的挑战在于人才缺乏,尤其是高端与专业人才。专业垂直渠道不足,仅基础电商人才不够,企业需要电商+外贸人才;随着跨境电商企业的扩张,境外分支机构的建立成为难题,因为境外本地人才的招聘和对接存在困难。他进一步介绍,不同类型的跨境电商企业对人才需求不同,从成熟企业到新型从业平台,都需要不同领域的高端人才,如运营、市场调研、产品开发、社媒运营等。百人会为解决这一问题已经采取了包括促进企业间交流合作,构建跨境电商人才协同共育机制,打造跨境品牌孵化器等举措,以缓解行业人才需求短缺的挑战,促进行业的持续发展。
The Hangzhou Enterprise Brand Development Promotion Association (Cross-Border 100 People Association) was founded by a group of outstanding cross-border e-commerce companies, foreign trade enterprises, manufacturing companies, and others, including Hangzhou Hikvision, Dahua Technology, and Juxing Technology. Their mission is to “Create Global Brands” and they are dedicated to promoting the construction and enhancement of brands for Hangzhou-based companies going global. Mr. Xie Heming, Vice President of the association, shared insights during the forum on the topic of “New Developments in Foreign Trade and New Talent Demands.”
Mr. Xie pointed out that according to the “14th Five-Year Plan for E-commerce Development,” China is expected to have 70 million e-commerce professionals by 2025, with cross-border e-commerce transaction volume reaching 2.5 trillion yuan. It is estimated that in the next five years, there will be a talent gap of 9.85 million people in China’s e-commerce industry. He emphasized that one of the challenges faced by cross-border e-commerce is the shortage of talent, especially high-end and specialized professionals. There is a lack of specialized vertical channels, and the talent pool in basic e-commerce is insufficient. Companies require talents in both e-commerce and foreign trade. As cross-border e-commerce companies expand, establishing overseas branches becomes challenging due to difficulties in recruiting and connecting with local talents abroad.
Furthermore, Mr. Xie highlighted that different types of cross-border e-commerce companies have varying talent requirements, from mature enterprises to new industry platforms, all of which need high-end professionals in different fields such as operations, market research, product development, and social media management.
To address this issue, the Cross-Border 100 People Association has taken various measures, including promoting collaboration and communication between companies, establishing a collaborative talent development mechanism for cross-border e-commerce, and creating cross-border brand incubators. These initiatives aim to alleviate the talent shortage challenge in the industry and promote its sustained development.

MTC Global is a brand management company dedicated to empowering Chinese companies going global by helping them localize their products, internationalize their brands, and operate effectively in local markets. During the forum, Mr. Andy Nguyen, one of the co-founders of MTC Global, shared the company’s practical experience in “International Talent Assisting Chinese Brands Going Global.”
He introduced how MTC Global is working towards the internationalization of Chinese enterprise brands and localization of their operations. The company has established a 100% localized overseas service ecosystem, comprising foreign industry experts from the United States, the United Kingdom, Canada, Singapore, and other countries. These experts specialize in various aspects such as overseas market research, user insights, and brand positioning. They work collaboratively to assist Chinese companies in their journey of international brand expansion.
This practice model demonstrates MTC Global’s commitment to providing comprehensive support to Chinese enterprises in their efforts to expand globally, ensuring that their brands are well-positioned and successfully adapted to local markets.

Mr. Zhou Yong, the Executive Secretary of the “Belt and Road” Talent Development University-Enterprise Alliance, shared in his keynote speech on “Global Digital Talent Development & the Development Model of Digital Economy in China.” The numerous explorations and practices undertaken by Alibaba, as a leading Chinese technology company and a globally renowned digital technology giant in its global business endeavors. These efforts include participation in the GDT Alliance and engagement in various areas such as new business education, digital economic research, top-level talent development design, and global youth training.
越南河内手工艺和工艺村协会代表武如琼在其“校企合作创新 陶瓷行业人才定制”主旨发言中强调国际合作将加速越南陶瓷业与世界发展接轨。她指出:越南陶瓷行业致力于培养继承与发展传统陶瓷工艺的下一代人才,为此一直寻找有效的人才培养渠道。为了让越南年轻一代接触最新陶瓷行业知识,越南河内手工艺和工艺村协会通过留学中国预科教育联盟与景德镇陶瓷大学建立合作,并在本次论坛上与景德镇陶瓷大学签署陶瓷行业人才定制培养项目合作协议,希望通过陶瓷行业“订单式”人才培养的国际合作,加速越南陶瓷行业与全球陶瓷领域的发展接轨,进一步推动越南传统工艺的传承与创新。
Representative of Hanoi Association of Handicrafts Fine Arts and Craft Villages in Socialist Republic of Vietnam, Ms. Vu Nhu Quynh emphasized in her keynote speech on “Innovation in University- Enterprise Cooperation: Talent Development in the Ceramics Industry” the importance of international cooperation in aligning the Vietnamese ceramic industry with global development. She pointed out that the Vietnamese ceramic industry is dedicated to nurturing the next generation of talent to inherit and develop traditional ceramic craftsmanship, continually seeking effective talent development channels. To expose Vietnamese youth to the latest knowledge in the ceramic industry. The Hanoi Association of Handicrafts Fine Arts and Craft Villages has established cooperation with Jingdezhen Ceramic University through China Campus Network (CCN).
During this forum, they signed a cooperation agreement for a customized talent development program in the ceramic industry. They hope that through international cooperation in “order-based” talent development in the ceramic industry, they can expedite the integration of the Vietnamese ceramic industry with the global ceramic sector, further promoting the inheritance and innovation of traditional craftsmanship in Vietnam.
俄罗斯总统国民经济和公共管理学院副院长Olga Gumilevskaya(奥尔加·古米列夫斯卡娅)教授,在其“中俄携手 共育数字经济时代商业人才”主旨发言中,分享了俄罗斯总统国民经济与公共管理学院,作为全俄唯一一所直属于俄罗斯联邦总统的教育机构、俄罗斯联邦最顶级的政治经济学院、全球同时获得AACSB、Equis、AMBA 三大认证为数不多进入前1%的商学院,在中俄合作携手、培育数字经济时代商业人才方面的探索与愿景。她指出:学院重视与中国在教育和科学领域的国际合作,已与中国20多个合作伙伴建立合作关系,为俄罗斯学生提供沉浸式暑期学校项目,为教师提供专业发展和经验交流项目,中国已成为学院重要且有前景的教育伙伴。她表示:本次论坛上学院与留学中国预科教育联盟(China Campus Network, CCN)签署数字经济人才培养合作项目协议,将为双方合作开辟新机遇。她希望:双方能在新商业人才培养方面开展更多合作,通过校际合作、实现优势互补,积极促进两国在经贸领域的交流与合作。
Professor Olga Gumilevskaya, Vice- Dean of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) shared her speech on “Sino-Russian Partenership for the Development of Business Talents for the Era of Digital Economy” the institution’s exploration and vision in collaborating with China to nurture business talents in the digital economy era. RANEPA is the only educational institution in Russia directly subordinate to the President of the Russian Federation, the top-tier political and economic academy in Russia, and one of the few business schools globally to hold triple accreditation from AACSB, Equis, and AMBA placing it in the top 1% of business schools.
She emphasized the institution’s focus on international cooperation with China in the fields of education and science, having established partnerships with over 20 Chinese institutions. RANEPA provides immersive summer school programs for Russian students and offers professional development and experienced exchange opportunities for teachers, considering China as an important and promising educational partner.
During this forum, she announced the signing of a cooperation agreement on digital economy talent development with China Campus Network (CCN), opening new opportunities for collaboration. She expressed the hope for expanded cooperation in cultivating new business talents through inter-institutional collaboration, leveraging complementary strengths, and actively promoting economic and trade exchanges and cooperation between the two countries.

中国-东盟教育交流周组委会执行秘书长、“一带一路”人才培养校企联盟理事长刘宝利在论坛的总结致辞中指出:当前“一带一路”倡议下,国际化人才的培养已成为加速中国品牌走向国际市场、推动外贸高质量发展的核心突破点。他认为:来华留学生不仅在中国文化方面有优势,还熟悉本地市场环境和社会文化,是联通中外经贸合作的重要桥梁纽带,在各⽅⾯都具有极⼤的优势和潜⼒。因此,加强出海企业与高校来华留学生教育部门的合作,创新国际化人才培养模式,将促进中国与东盟国家及其他合作伙伴国在经贸领域的交流与合作。打造政产学联合培养新型国际化人才项目将为来华留学生提供更多就业、创业机会,同时为中国出海企业提供优质的国际化人才,助力本地社会经济发展,服务中国贸易强国战略。他希望“一带一路”人才培养校企联盟能够持续发挥⼤平台的链接作⽤,有效整合中外政、产、学多⽅优质资源,积极开展更广泛、可持续的国际化⼈才培养合作,以应对数字时代的机遇和挑战。

Mr. Liu Baoli, Executive Secretary of the China-ASEAN Education Cooperation Week Organizing Committee and Chairman of the “Belt and Road” Talent Development University-Enterprise Alliance, pointed out that under the current “Belt and Road” initiative, the cultivation of international talents has become a core breakthrough point for accelerating the internationalization of Chinese brands and promoting the high-quality development of foreign trade. He believed that international students coming to China not only have an advantage in understanding Chinese culture but are also familiar with the local market environment and social culture, making them important bridges and links in connecting Chinese and foreign economic and trade cooperation. They possess great advantages and potential in various aspects.
Therefore, strengthening cooperation between outbound enterprises and education departments for international students in Chinese universities, innovating international talent development models will promote exchanges and cooperation between China and ASEAN countries and other partner countries in the field of economic and trade. Building joint programs for the cultivation of new international talents involving government, industry, and academia will provide more employment and entrepreneurial opportunities for international students in China while also offering high-quality international talents for Chinese outbound enterprises.
