Partnership between CCN and Mexican Governments
Background
As two of the world’s emerging powers, China and Mexico have a long history of cooperation, which has been evidenced in the increasing volume of two-way trade. China has become Mexico’s second largest trading partner, and Mexico has also become one of the primary investment destinations for Chinese enterprises, where more than 1,200 Chinese companies have invested in Mexico. Moreover, China has become Mexico’s largest source market of tourists since 2018.
Built on the strong tie between the two countries, in 2018, CCN and Mexican governments launched the joint initiative of developing industry-focused talent under the framework of “Government-led Initiative, University-Enterprise Cooperation”. In April 2019, a conference on Sino-Mexican cooperation in education was held in Shanghai, with presence of Lorena Larios, Consul General of Mexico in Shanghai, and Eusebio Vega Pérez, Minister of Innovation, Science and Higher Education of Guanajuato.
Since then, a number of new achievements have been made with a significant leap forward in terms of the number of partnerships between CCN universities and state governments in Mexico, and increased number of programmes and students.
The approach of “joint selection, joint financing and joint training” was adopted to allow effective participation of governments, universities and enterprises throughout the journey for talent development.

2019 Scholarship Awards Ceremony in Mexico City
On 17 July 2019, a scholarship awards ceremony for “Government-led Initiative, University-Enterprise Cooperation” programmes was held at the Mexican Ministry of Foreign Affairs in Mexico City. This marked a great success for the partnership between CCN and Mexican governments under the framework of “Government-led Initiative, University-Enterprise Cooperation”.
Distinguished guests present at the scholarship awards ceremony included Julian Ventura, Undersecretary of Foreign Affairs; Alberto Uribe, General Director of Political Coordination; Gustavo Cabrera, General Director for Technical and Scientific Cooperation at the Mexican Agency of International Cooperation for Development; Mme Sabrina Yang, Vice President of CCN; Professor Gu Jianzheng, Dean of the College of International Education, Harbin Institute of Technology and Vice Chair of CCN Academic Committee, and Andrés Diaz Bedolla, Chief Executive of CCN Mexico.

Compared to the previous year, a significant leap forward was achieved with increased number of partnerships, programmes and students in 2019. Commitment and support were given by the States of Chiapas, Chihuahua, Guanajuato, Jalisco, Sinaloa, Sonora, Veracruz, as well as organisations including Educafin and Concanaco, the city of Leon, and China Chamber of Commerce and Technology Mexico.
Partnerships have been established with eight leading universities within the CCN consortium, with a wide range of degree programmes offered to Mexican students in areas that are key to the development of digital economy, such as Cross-border eCommerce, Logistics, Smart Manufacturing, Big Data and Internet of Things.

The Inaugural CCN Overseas Entrance Test (OET)
On 16 July 2019, the inaugural CCN Overseas Entrance Test (OET) was held in Mexico City. This was attended by candidates from all over the country, who had all successfully passed the first two rounds of selection within the state where they are from and the university that they apply to.
Finally, above 200 students were accepted with joint sponsorships offered by Mexican government and Chinese universities for studying in China.
The CCN OET marks the first international students university entry test conducted by a group of Chinese universities outside of China. Totally there were five universities who sent faculty members to be examiners of OET in Mexico, including Harbin Institute of Technology, Jiangsu University, Nankai University, Tianjin University and Xidian University. Senior staff from the universities expressed that they were truly impressed by the students’ passion for China, and their academic capability and readiness for degree study in China.
